BOARD OF DIRECTORS MEETING

Minutes of the Board of Directors Meeting of the North Springs Neighborhood, Columbia, South Carolina, held at 121 Lightwood Knot Rd, at 7:30 p.m. on the 14^th day of January, 2020.

1. CALL TO ORDER

Board Member Paula Matthews called the meeting to order at 7:41 pm.

III. APPROVAL OF THE MINUTES OF THE DECEMBER MEETING

Board approved minutes

1. Management Report- Board

1. Ron Paull reviewed assessments from FY19- deficit experienced
2. Security overage of $500. GNI- Potential concerns with rounds and patrols which ended contract
3. Jim to run model for property assessments in preparation for April.
4. Gardening concern with the plant that have died at the tennis court side of the neighborhood common areas. There are concerns with the zone not functioning. Brenda reported the zone was identified as not being turned on
5. Tom Daniel Maintenance needs notifies to get with Turf Works to repair sprinkler. Paula will notify Tom Daniel. To also have sprinkler systems inspected throughout neighborhood resulting from high water bills.
6. Brenda notified the board of the prior decision to consider a sand well to maintain the systems at the main entrances.
7. Large spending decisions are security and management company
8. Delinquent Association fees list management of a consideration on the selection of a property management company
9. Plan to have a recommendation of budget for the open board meeting in March, proposal to board in February for review and approval.
10. Need to find a CPA if not included in property management contract

11. Management company recommendations

Cedar Management Company- Charlotte NC. $1,400/mo.

Re Imagine- Columbia, SC. $1,000/mo. for first 6 months. Then re-evaluate (will attend open board meetings). Will handle covenants, assessments and billing. Licensed and bonded.

Board voted to consider proposal to counter with full year contract till 12/31/2020. Board voted to cap the negotiation at $1,200 per month for full contract timeframe. Ron will counter the offer to the property mgt. bid.

Security is a concern to consider with the decision to remove from budget- postpone discussion

12. Cori: North Springs Rec center available for open board meeting- $60 includes 3 prep hours. Will check October date.

13. Perry: talks with Don Titus is paid in November for following year has not been paid for 2020. 216 people registered for website administrator. Can switch to G-mail.

14. Perry: Need to implement block captains. Survey neighbors with interests in activities and actions that would interest residents to participate in the neighborhood. Provide list

15. Emily Hancock Community Engagement Committee Chair-

Cori, Perry and Danielle to create community survey

16. Brenda- Follow-up with Jeremy McMullen- Fireworks paperwork and permit application with fees and insurance with plan for neighborhood team captain, name fireworks and ages etc. there are 16 criteria to complete for the process from the State Marshall’s office. $ 52.00x2 for books and $250 for license.

17. Paula: Reviewed contract for turf-works currently not doing storm drains, will notify Tom Daniel

18. Delay lake conversation for February

19. Board discussed Ripples topics and articles- approved for publication.

NSPOA BOARD MINUTES

August 6, 2019

Attending: President-Ajaye Franklin, Treasurer-Steve Berger, Assistant Treasurer-Peggy Berger, Blue Heron Property Management- Jeanette Payton

Jeanette presented the budget status and reviewed actions to enforce Covenant violations

Jeanette requested that we make an effort to inform people to make checks payable to N.S.P.O.A. and NOT Blue Heron.

Steve Berger committed to having the 2020 proposed budget ready for presentation at the “open” October board meeting so that we can have time to review it and approve at the November meeting.

Talked about the damaged RV lot gate and possible plans for security at the island, RV lot, boat ramp and tennis courts. The current security officer is asking for a 20% increase in exchange for after hours response on request or if triggered by alarms if installed.

Ajaye Franklin’s term is up in January and he has agreed to finish out this year, but he is not interested in serving in 2020. Combining this with a current vacancy and possible other members not returning and there will be several vacancies on the board. Current board members are encouraged to get the word out to any residents interested in participating in neighborhood governance.

Kim Livoti needs more North Springs car stickers. Peggy Berger agreed to contact her and have her get a quote to bring to the board.

We discussed the possibility of coming up with a “check-on” service for ill or elderly neighbors that might appreciate a call or visit.

Trisha Jusino wants to improve the website. Don Titus’ contract is up in October. We will ask her to write up and clarify her plans for presentation to the board.

The next meeting will be at Ajaye Franklins house on Wed. September 4^th at 18:30. All members should make an extra effort to attend as we will have lots to plan for the “Open” meeting in October that is tentatively scheduled for October 16^th from 18:30-20:30
